Tammy Mays

Tammy N. Mays is a Baltimore-based executive leader with more than 20 years of experience spanning state and municipal government, education, and the nonprofit sector. She currently serves as Associate Vice President for the Education Portfolio at United Way of Central Maryland, where she oversees a statewide slate of education and youth-development initiatives, including Young Men United and On Track 4 Success, two trauma-informed, peer support programs she launched to provide whole-person wraparound services to young men across the region.

Tammy's career reflects a consistent throughline: building the systems and teams that connect people to the resources they need in moments of crisis and transition. As Housing Stability Director for the City of Baltimore, she managed a $5M+ Emergency Rental Assistance Program that kept families stably housed during the pandemic. As Director of the Governor's Office of Appointments under the Moore administration, she ran the statewide process for filling thousands of board and commission seats, working to expand equitable representation in Maryland's civic life. Earlier in her career, she led Paul Laurence Dunbar High School as principal, supervising more than 120 staff and directly overseeing a school community of 950 students.

She holds graduate credentials from Harvard University and Johns Hopkins University, and she is currently pursuing Certified Peer Recovery Specialist (CPRS) certification. A mother and foster parent, Tammy brings the same commitment to advocacy and resource navigation to her personal life that has defined her professional work across Baltimore's civic ecosystem.
